Social security no. and passports?

I am getting my passport and need to fill out the application tonight and tomorrow morning.

Its telling me that I need to supply my SS number and if I don't the IRS will fine me five hundred dollars

I quit using the number over ten years ago and my kids don't have the number either. I am a firm believer that the government uses this number to track people. I also believe that this number is not mine but their number as I did not create it. The law they claim requires me to give them their number is 26 usc 6039E

Does any one have any information or suggestions?
