Just wondering what the proper section would be to discuss traffic issues, in particular relating to the stop itself and how to handle that.

I would offer as a suggestion, posting that in either the "Courts & Judges" section, the Police section (if it has more to do with encountering the goons) or the "General Discussion" (because the purpose of the forum generally centers on all the dealings with The State.

As an aside, many regulars here use the "View the most recent posts on the forum" and/or the "Show unread posts since last visit" link options, so the regulars (especially Marc) will usually see the posts regardless of the particular board it's under. 
Including specific topic information in the "Subject" of your new post can help generate interest and response too.
The "Show new replies to your posts" jump-to link option is a good tool to use for checking responses to your posts as well (thanks again, 3rdear, for all the website feature setups!)
