You mentioned in your initial post on this thread the specific text and your corresponding "interpretation thereof":

Of course their (the State's) authority is arbitrary, nevertheless, I have never encountered an instance where the term "shall" was understood to mean "may." Conventional usage of the term "shall" generally means "must," or, "is expected."

That in no way suggests that they have any legitimacy in stating what one "must" do. My point is only to comment on the term described.

Agreed. To say shall = may is similar to saying rape = love.
