Ohio Officers Accused of Ignoring Calls to Play Video GamesPosted: October 18th, 2007 11:09 AM EDT
Story by wlwt.com CINCINNATI -- A pair of Cincinnati police officers and five supervisors face disciplinary action after the officers were accused of goofing off and playing video games while on duty. Chief Tom Streicher said the officers, whose names have not been released, had been assigned to 60 days of foot patrol in District 2 after they were issued a citation for not wearing their seat belts during a traffic accident. Instead of patrolling the streets or responding to calls from dispatchers, Streicher said the pair stayed inside a substation located in a strip mall. âThey basically left roll call, went to a substation (and) stayed inside that substation all day,â Streicher told News 5âs Eric Flack. âMy understanding is they were watching television, playing video games and, if they left, they left to get something to eat and they came straight back and spent the entire eight hours locked in a room over in Hyde Park.â "They turned in worksheets for almost two months, with no activity at all, not a single ticket written," Streicher said. Other police officers sent anonymous letters to Streicher complaining about the pair and questioning the actions of some supervisors. Public Reaction To Cops' Game Playing: 'You're Kidding Me' âSgt. Eric Schneider actually found them on more than one occasion in there and didnât take any action to correct their activity nor did he address it in an adequate fashion,â Streicher said. âIn fact, one of the officers reported that Sgt. Schneider said to him, âI donât blame you; if it was me I wouldnât do anything, either,â and turned around and walked out.â Streicher also identified Lt. Randy Webb as the officer in charge, and the chief said he also was aware of the officersâ conduct and did not take any further action. âWeâve got a complete breakdown in command of the patrol here, (and) weâve got a complete breakdown on duty and responsibility on the part of some officers,â Streicher said. "Without a doubt, people were at minimum delayed in receiving police service and at worst, did not receive police service that they required." The chief did not identify any specific calls the officers might have ignored, and Streicher said the supervisors would be reassigned and bear the brunt of the punishment. |

Ex-Chicago Officer Found Guilty In Murder-For-Hire Plot

A jury deliberated nearly six hours before finding Edward Leak, 45, guilty of hiring two men to kill Fred Hamilton â on whom Leak held a $500,000 life insurance policy. One of the alleged hit men, John Brown, stood trial with Leak before Judge Diane Gordon Cannon. âThe defendant was the mastermind who set up this entire hit on Fred Hamilton,â assistant stateâs attorney Tom Mahoney said during closing arguments Thursday. Hamilton, 35, was shot nine times Feb. 3, 2004. Officers arrested Brown fleeing the scene. The other alleged hit man, Alfred Marley, was arrested later and pleaded guilty in exchange for a 27-year sentence. Marley testified against Leak and Brown. In addition to being a 14-year veteran of the Chicago Police Department, Leak is the nephew of Spencer Leak, president of Leak and Sons funeral homes on the South Side and former executive director of Cook County Jail. âIâm happy he got convicted, because we knew he was guilty from the get-go,â said Fred Hamiltonâs twin brother, Ned. Hamilton had been an employee of the Leak funeral homes, and sources said Edward Leak and Hamilton were ripping off the business together. The men had also leased cars and taken out credit cards together. Defense lawyers said the financial relationship between the men explained the life insurance policy, on which Leak submitted a claim after Hamiltonâs murder. In his closing, defense lawyer Patrick Tuite attacked Marleyâs credibility and said the prosecutionâs entire case depended on him. But prosecutors said testimony, as well as cell phone records, proved Leak coordinated Hamiltonâs murder. Leak has been in the Cook County jail since July 15, 2005. Illinois Officer Honored for Most Tickets now in Hot Water
Posted: October 24th, 2007 12:02 PM PDT ERIC HERMAN and FRANK MAIN The Chicago Sun-Times Cook County prosecutors have dropped more than 50 drunken-driving cases recently because the police officer who wrote the citations did not follow procedure, authorities said Tuesday. Chicago Police Officer John Haleas has been disciplined but remains on full duty, a police spokeswoman said. The police department's Internal Affairs Division (IAD) sustained a complaint against him, said Cook County state's attorney spokesman John Gorman. Haleas has been honored three times in the past five years for writing the most DUI tickets in Illinois. Concerns about the officer arose in April when assistant state's attorneys were doing a "ride-along" with him. After pulling a driver over on suspicion of driving under the influence, he allegedly failed to do three required things: keep the suspect under 20 minutes of continuous observation, give him a field sobriety test and warn him of the consequences of refusing to take a Breathalyzer exam. "He didn't do any of those," Gorman said. DELAY IN REPORTING THE INCIDENT? Prosecutors reported the incident to IAD. On Oct. 10, IAD ruled the officer failed to follow proper procedure. The state's attorney's office dropped the April ride-along case and then dropped 50 more misdemeanor DUI cases, Gorman said. The office is looking into the officer's possible involvement in felony DUI cases. Chicago Police spokeswoman Monique Bond said the state's attorney's office waited five weeks to report the incident to them. "That's a concern," she said, adding, "our investigation revealed conflicting statements from several witnesses." Bond said that since the April incident, prosecutors have asked Haleas to appear in traffic court numerous times. In 2004, 2005 and 2006, Haleas was honored by the Schaumburg-based Alliance Against Intoxicated Motorists as the cop with the most DUI arrests in Illinois. In 2006, he made 344 such arrests, the organization said. Lawsuit Follows Dropped Chicago DUI Cases
Posted: October 30th, 2007 10:48 AM EDT By JEFF COEN, Tribune staff reporter Chicago Tribune A Chicago police officer whose alleged misconduct has caused dozens of DUI cases to be dismissed was sued Monday by a man he arrested last summer. Officer John Haleas was disciplined this month for failing to follow procedures in a DUI stop, leading to 50 cases being dropped by Cook County prosecutors. In a proposed class-action lawsuit filed in U.S. District Court, Noe Martinez alleged he was arrested for DUI after he left a Chicago tavern but before he had even started up his car. The complaint alleges that Haleas wrote false reports and falsely imprisoned Martinez and others like him. The suit seeks unspecified damages. "Basically, this officer has manufactured really countless false charges and lied under oath in the prosecution of those charges in literally hundreds of cases," said Martinez's attorney, Jon Erickson. Martinez was arrested after leaving a Chicago lounge on June 7, according to the suit. He contended he walked to his car in the 2000 block of North Parkside Avenue to use his cell phone and never put the keys in the ignition or drove away. Martinez was approached by Haleas and another officer, handcuffed and placed in a squad car, the suit said. Haleas did not administer a sobriety test until at the Grand Central District police station, Martinez contended, and testing was inconclusive. Martinez was released but still charged with DUI, the suit said. In reports filed in the case, Haleas alleged Martinez was driving and refused to take a breath test. The city's Law Department had no immediate comment. Erickson said he has spoken to 10 others arrested by the same officer who may join the suit. Martinez's own DUI case is pending, but the attorney said his client expects it will be dropped at his next court date. "I can tell you this officer has created doubt about hundreds of DUI cases pending in our courts," Erickson said. Police have said Haleas was given a one-day suspension and was reassigned to desk duty. He had been honored as one of the leading officers in Illinois in the number of DUI arrests logged. Man At Center Of Chicago Police Scandal May Strike Deal

We have been told that those prosecutors are "using Finnigan to move up the food chain." Another source says, "He's cooperating. What he's trying to do is get someone bigger than himself." NBC5 Political Editor Carol Marin has the story. Warner and Allison, Jerome Finnegan, according to three sources, is close to striking a deal. Finnegan was part of S.O.S. -- the elite -- now-disbanded -- special operations police unit. Faced with the prospect of decades in prison if convicted, we are told Finnigan is working out a plea and preparing to name names. Forty-four-year old Jerome Finnigan was arrested in August 2006 and, with three other officers, charged with armed violence, home invasion, and aggravated kidnapping. An 18-year police veteran, Finnigan was part of an elite unit called Special Operations Section, which roamed the city making gun and narcotics arrests. A two-year investigation by Police Internal Affairs and the Cook County State's Attorney's Office led to the arrests. Cook County State's Attorney Dick Devine: "These rouge officers deliberately planned to intimidate and steal from the people of our community simply to line their own pockets." Miguel Melesio: "I remember three, three unmarked police cars." Two years before authorities arrested Finnigan, NBC5 first reported something was very wrong. In 2004, the family of Miguel Melesio says they were targeted by police. Melesio, then 18, said he was stopped by Chicago officers in November 2004. The Melesios said police improperly detained them and then stole more than $13,000 from a brief case in their apartment. Chicago firefighter Robert Cook says he was targeted, too, and threatened with his life. He is one of a number who have filed federal lawsuits. Finnigan posted a $3 million bond and was free until September, but then, federal investigators had joined the state's attorney's probe and Finnigan was arrested again by the FBI, who said he was plotting to kill a fellow officer who was talking to the feds. Just three weeks ago, the Chicago Sun-Times reported Finnigan ranked third in the city in civilian complaints lodged against him. Earlier this month, Acting Police Superintendent Dana Starks disbanded the controversial SOS unit. Starks: "Quite simply put, SOS will no longer be in place." This all plays out as the search for a new Chicago police superintendent goes on. For now, a total of seven officers have been charged with betraying their badge. And that number is expected to grow. There was no comment from the Cook County State's Attorney's Office, the U.S. Attorney's office or Michael Ficaro, who is Finnigan's attorney. ============================================================ How do you "betray a badge"a.k.a piece of tin? California Officer Pleads Guilty to Embezzlement Charge

Gilbert Bacis on Thursday admitted in a Salinas courtroom that he stole more than $53,000 from the Police Activities League while he was its director. His attorney promised the youth league that it would get its money back. Action News reporter Felix Cortez said that Bacis is no longer a Salinas officer, and Thursday's guilty plea means that he'll never wear a badge again. "Mr. Bacis does admit he misappropriated those funds," one official said. For 20 years, police said Bacis was a good officer who was dedicated and hardworking. But in the last year, they said he started embezzling money from a youth league. Bacis used the money to pay personal bills, officials said. In court on Thursday morning, Bacis pleaded guilty to one felony count of embezzlement. The prosecutor and defense agreed that Bacis would pay back more than $53,000 to PAL. Bacis was the director of the PAL program and had direct control over the funds when he started stealing the money, officials said. He resigned from the force soon after the allegations arose. His felony guilty plea prevents him from possessing a gun. The defense attorney said the money is in a trust fund and should be paid by next week. The judge told Bacis that he may be liable for money if it's later found that he embezzled more than $53,000. Bacis is facing a maximum three years in prison. Pursuit Lands 3 Florida Officers in Hospital

Police said an officer stopped a car in the 3300 block of Northwest 15th Street about 11:30 p.m. and got into a scuffle with the driver, who got out of the car and jumped back in. As he tried to drive away, he ran over the officer's foot, police said. Meanwhile, two officers responding to the scene collided in the 2200 block of State Road 7, police said. All three were being treated at an area hospital Sunday morning and all are expected to be fine. Louisiana Officer Fired Over Noose in Rear-View Mirror

Cpl. Michael Rodrigue had the vehicle parked on city property. A dozen black police officers went to the chief of police about the display. "They're hurt by it. You know, what could he possibly be representing to put something like this up?" Melancon said. Rodrigue originally was suspended with pay; the termination came, Melancon said, after the officer couldn't come up with a responsible, reasonable explanation for the noose. "I to this day do not know what that noose meant to him as an individual," Melancon said. Neither Rodrigue nor his family would comment about the incident, other than to say they're planning to hire an attorney. Wisconsin Officer Reprimanded for Self-Tasering

A Madison police officer was issued a letter of reprimand this month for zapping th officer's own haned with a Taser, inadvertently sending a massive jolt of electricity through the officer's body, police disclosed today. The incident happened on July 31 when the officer, whose name and gender were not disclosed, discharged the nonlethal weapon during a checkout procedure. According to a summary of the investigation issued by Lt. Kristen Roman of the Professional Standards and Internal Affairs Office, officers are required to make sure that no air cartridge is loaded before testing the Taser gun, which is done at the start of each shift. The air cartridge is what forces prongs out from the Taser. When the prongs strike a target, electricity surges through them along attached wires. The officer's hand was injured in the incident, police spokesman Joel DeSpain said today. The Madison Police Department regularly releases reports when officers are reprimanded, but to protect the privacy and reputations of the officers involved, often leaves the officers unnamed. According to the summary, which was dated Nov. 1, the failure to ensure that the air cartridge was not loaded was a violation of Madison Police Department policy regarding the check-out procedure and constituted a disregard for safety. =========================================================== At lease he pointed it in the right direction. ;D I wonder if he tests his gun like that,you know to make sure it "works" RETARD! :rolleyes2: |

Mounted Chicago Officer Injured At Bears Game

About 6 p.m., an officer with the Chicago Police Departmentâs Mounted Unit doing crowd control at the Bears game was injured when his horse lifted its head and struck him in the face, causing him to fall, police News Affairs Sgt. Eugene Mullins said. The officer was taken from Soldier Field to Northwestern Memorial Hospital in good condition with lacerations to his face and a broken nose, NBC5 reported. What caused the horse to lift its head is unknown, Mullins said. A Central District captain said the horse was separated from the officer somehow, but no further information on the animal was available as of 8 p.m. ============================================================ That's just a normal reaction when you got some assh--e always on your back breathin down your neck! :bootyshake: ;D |

New Hampshire Trooper Arrested After Investigation

Col. Frederick Booth said that while the state police were investigating a non-work-related complaint involving Trooper James Conrad, 49, criminal threats were made by Conrad against employees of the Division of State Police. The Concord Police Department was notified and asked to investigate, and Conrad was arrested Wednesday following the investigation. Court documents said that Conrad was at work and called his estraned wife, allegedly making harassing statements, which is a violation of a protection order. Conrad then allegedly became unruly and struggled with another trooper. When officers from the Concord Police Department arrived, the court documents say that Conrad threatened to take one of the officer's guns and kill everyone in the room. Conrad was taken to Concord Hospital for treatment of injuries suffered during the incident, police said. He was arraigned Thursday morning on charges of disorderly conduct, criminal threatening, violation of a protective order and resisting detention. Conrad worked for the Laconia Police Department before going to work with the state police in 1993. He is currently an investigator with the major crimes unit. Booth said that while the Concord investigation continues, the state police will pursue the matter internally as a personnel matter. When Detective Christopher Perino of the 44the Precinct took the stand last year against Erik Crespo in Bronx court, he denied he asked the teen numerous questions during an interview about the shooting of a man in a Bronx elevator on Christmas Day 2005, sources said. But when Crespo's lawyer, Mark DeMarco, produced a DVD and transcript of the interview - as captured on the MP3 player - it became clear Perino was flat-out lying, sources said. "[The teen] was recording the whole conversation and the detective never knew it," one source told The Post. 25 Officers Cut from California Department

The city will cut 25 officers from its force. These cuts will take the city from its allotted 286 police officer positions down to 261. City leaders say they're being forced to make cuts after an $8 million shortfall and blame that shortfall on the sluggish housing market. Well you have to admit that we need officers and yes the minority does give the majority a bad name, but they are very necessary. Think if the police didnt exist, then there would be no consequences for commiting crimes. People would ransack their neighbors houses, murders would not only go unsolved but go unnoticed. Women, the elderly, children and anyone that isnt physically capable of defending themselves would be robbed, beaten and murdered. Vehicular homicide would become a national past time and major citys would be destroyed by riots that never get under control. You guys arent that bright are you? Not to mention the legal advice on this site makes me laugh, especially the stuff about getting out of a speeding ticket.
